DUAL EDUCATION AND THE POST-WAR RECOVERY OF UKRAINE: FACTORS, MODELS, EUROPEAN EXPERIENCE
Abstract
Subject of study is the patterns and features of the formation and development of dual education. Its strategic importance for the training of qualified specialists in demand by the labor market in the context of post-war economic recovery. Purpose of the article is to determine the prerequisites, factors and features of the development of dual education in Ukraine and to develop recommendations for the implementation of foreign experience in the national educational system in the context of post-war economic recovery. It was revealed that the development of dual education is influenced by a large number of factors, the set of which is similar to the position of macro-academic analysis. At the same time, there is a concept of a socio-cultural environment in which needs and contractual relations regarding the implementation of training in the dual form of education mature. It can have a significant impact on the result. An example is the German dual education, the national strategy of which is built on the basis of not only the principle of market freedom, but also the principle of professional identity and mastery "Beruf" (a profession is considered not only as a source of income, but also as part of personal identity. The formation of a competent specialist is the history of the development of his mastery); ethics of labor responsibility "Arbeitsmoral" (ethics of labor discipline and responsibility to the employer and society, focused on efficiency, punctuality, quality of work, and where there is not only training in professional skills, but also the education of work culture); social partnership, a responsible attitude to training and work. European, primarily German experience in the development of dual education is a benchmark for social agreement between higher education institutions, business and the state in Ukraine. It defines the basic components of the social partnership model in the field of dual education - an audit of the quality of labor force training, the effectiveness of the use of dual educational technologies, plus, European values, the defense of which has become the life's work of millions of Ukrainians. The post-war restoration of the Ukrainian economy and state will make exactly these demands on the implementation of dual projects.
