INTEGRATION OF THE EU GREEN DEAL PRINCIPLES INTO UKRAINE’S RECOVERY PLAN AND ECONOMIC POLICY
Abstract
The purpose of the article is a systematic analysis and scientific substantiation of the mechanisms for integrating the principles of the European Green Deal (EGD) into Ukraine's national recovery plan and economic policy amid wartime aggression and post-crisis transformation. The scientific novelty of the research lies in the development of the author's original methodology for the structural transformation of the economy, which is based on a combination of a systemic approach, SWOT analysis, and four key principles: decarbonization of the energy sector, development of circular economy in industry, implementation of “green” taxonomy, and provision of sustainable financing. This methodological framework transforms the abstract EGD principles into a structured and adaptive action plan tailored to the realities of wartime and recovery needs. The author's contribution to addressing the research problem includes not only the formation of this methodology but also its detailed sectoral specification for key sectors – energy, industry, transport, and urban planning, which enables a transition from general declarations to practical implementation tools. Key barriers to integration, such as regulatory uncertainty, funding shortages, lack of skilled personnel, and the impact of war risks, are separately identified and classified, and a set of systemic recommendations for overcoming them is proposed. The practical significance of the obtained results is that the proposed methodology positions “green” integration as a strategic imperative for ensuring economic resilience, enhancing competitiveness, protecting domestic exports from the risks of CBAM, attracting “green” investments, and accelerating European integration. The research conclusions prove that the integration of EGD principles is an imperative strategy for the qualitative structural transformation of Ukraine's economy based on sustainable development, turning the challenges of post-war recovery into a window of opportunity for building a modern, climate-resilient economy integrated into the EU. Unlike traditional recovery models, the proposed approach is dynamic and adaptive, considering both long-term decarbonization requirements and the specifics of martial law.
