MODERNIZATION OF INNOVATIVE INFRASTRUCTURE THROUGH THE PRISM OF DIGITALIZATION OF THE ECONOMY OF BORDER REGIONS OF UKRAINE
Abstract
The article explores the modernization of innovative infrastructure in the border regions of Ukraine through the prism of economic digitalization. It highlights that digital transformation has become a crucial factor driving institutional changes, integrating scientific potential into the production sphere, and fostering open innovation ecosystems. Based on data from the Ministry of Digital Transformation of Ukraine, the study analyzes the Digital Transformation Index of Ukrainian regions for 2022–2023, identifying leading regions (Lviv, Odesa, and Volyn) and revealing disparities in digital development. A comparative assessment of sub-indices—such as institutional capacity, internet development, implementation of the “paperless” regime, digital education, electronic services, and sectoral transformation—was conducted. The findings show that digital education remains the weakest link, hindering the formation of human capital for digital transformation. The article also examines practical initiatives within the “Community 4.0” digital resilience accelerator, focusing on the digitalization of local economies, e-governance, educational services, and the integration of vulnerable social groups. It substantiates that such projects enhance the digital resilience of communities, ensuring effective interaction between authorities, businesses, and citizens. Regional digitalization programs such as “Digital Volyn,” “Digital Zakarpattia,” and others form an institutional basis for strengthening the competitiveness of border regions in the context of European integration. The article provides recommendations for aligning regional initiatives with the national digital transformation strategy to improve innovation policy efficiency and accelerate infrastructure modernization. The results confirm that digitalization is a key instrument for sustainable development, innovation activity, and socio-economic resilience in Ukraine’s border regions.
